What risk? He thought that as a Democrat Senator in Washington he'd never get charged or convicted. With the DoJ dropping the previous charges he became certain he was untouchable.
If only the DoJ had put as much effort into chasing him as they did chasing parents at school board meetings.

Nowadays, it is impossible to become an elected official, especially a Senator, if your not indebted to someone. And the “You owe me” reminders only gets worse as the ‘noble cause’ Oprah Winfrey/Dwayne Johnson’ type elected official serves out his or her term for the people. They get elected because their indebted, they owe favors to some deep pocket corporation or philanthropist.
